If the bulkheads are to be painted, the wood surface must first be primed. Primer seals the pores in the wood and hardens projecting fibres; they can then be sanded off before the final painted finish is applied.
Painting a primed component produces a smooth surface.

Please bear in mind that glue does not adhere properly to painted surfaces, so areas to be glued must be sanded back to bare wood to ensure optimum adhesion between the parts.
