If these measures were not taken the result could easily be in-flight mechanical failure; rotor blades spinning as the wind rises could strike obstacles and be damaged.
For safety and to keep the helicopter ready for flight the rotor blade tie-down is attached to the tail boom and / or the skid tubes.
